What are the details of the Legacy Program?

Can somebody explain what the key benefits are under the Legacy program? I know it was only available until the 6th but I'd still like to know.

Did I read correctly that UE will provide 100% refund in the first 18 months.

i believe it was confirmed that UE is (usually) 80% then current. not sure about during first year.
